About the Event

International Watchdog Forum on the 25th – 26th of September in Warsaw!

This year Citizens Network Watchdog Poland, together with the Stefan Batory Foundation are organizing Watchdog Forum. It is an unique opportunity to not only get to know each other better, but also to discuss the issues of social control and watchdogging tools with many European organisations.

Together we want to work on many problems troubling organisations performing activities which are connected with influencing local and central authorities and monitoring them. During the so called table discussions we will debate such issues as how to involve the citizens in our organisations actions, how to measure social change, how to deal with dependencies or how to keep our actions cohesive. We will also speak about the future of financing sources for watchdogs and how to alter the image of such organizations.

We invite organisations from Poland and other European countries involved in civic control and/or influencing authorities to participate in the Forum. Participation in the event is free. The organizers provide reimbursement of travel and accommodation costs (details can be found on the REMIBURSEMENT subpage).

The event is organized by Citizens Network Watchdog Poland and the Stefan Batory Foundation under the Citizens for Democracy Programme financed from the EEA funds.

10.30 AM Opening of the Forum.

11.00 AM-12 PM Plenary session - dr Adam Bodnar, Human Rights Defender in Poland

12 PM-12.30 PM Coffee, tea and fruit break.

12.30 PM-2.30 PM First panel of debates at the discussion tables, during which we will talk about the problems that Watchdogs face during their everyday work, or their experiences in specific areas.

  1. Successful communication and tools of engagement.
  2. How to change the stereotypical watchdog image and how to develop a message for the wider audience.
  3. Watchdog activities and the interests of local communities.
  4. Cooperation with the local authorities and watchdog activities.
  5. Watchdogging vs advocacy.

2.30 PM - 4 PM Lunch at Business Center Zielna

4 PM-6 PM Second panel of debates at the discussion tables, during which the participants can again talk about the problems that Watchdogs face during their everyday work, or their experiences in specific areas.

  1. The role of social media in the dialogue with citizens and decision makers.
  2. Social change – how to plan it, measure it...and how to appreciate it.
  3. The right to information as a basic tool for watchdogs.
  4. How to cope with dependencies?
  5. Open data, internet tools and sources of information (Attention: session in Polish - we do not provide translation into English).

6.30 PM – Short walk around Warsaw.

7.30 PM – Evening meal.

26th of September 2015 r. (Saturday)

10 AM – 12 PM Third panel of debates at the discussion tables, during which the participants can again talk about the problems that Watchdogs face during their everyday work, or their experiences in specific areas.

  1. Methods of financing watchdogs.
  2. Coherency of organisation’s activities (Attention: session in Polish - we do not provide translation into English).
  3. The art of presenting goals, achievements and methods of work.
  4. Education in watchdog activity.
  5. The grey zone and new areas for watchdogs.

12 PM-12.30 PM Coffee, tea and fruit break.

12.30 PM -2 PM Summarizing and evaluating. What did the participants remember and what did they find particularly valuable? What would they like to discuss more?

Citizens Network Watchdog Poland

Organisation that has been working in Poland for the last 12 years for the sake of transparency of public life, good governance and accountability of the authorities. It protects the right to information as the basis of a healthy democratic system. It teaches the citizens how to successfully gather information regarding the functioning of authorities and public institutions and how to influence their decisions.

It cooperates with other domestic and foreign watchdogs. Since 2007 it has been organising training courses and networking meetings for advanced watchdogs and for those who only start to become involved in social control. It has an internet website dedicated to watchdogging activities www.watchdogportal.pl.

The organization is currently running a project called Watchdogging – professionally and permanently in public interest, whose goal is the development of Polish society of Watchdogs.

The Stefan Batory Foundation

The Stefan Batory Foundation supports the development of democracy and civil society in Poland and in other countries of Central and Eastern Europe. It aims at increasing civic participation in the public life, working on equalizing opportunities, fighting discrimination and developing international solidarity. It supports initiatives undertaken by non-governmental organizations and unofficial groups, undertakes oversight and advisory activities, initiates social campaigns and organizes conferences, seminars and debates.

Since 2013 the Foundation has been the operator of Citizens for Democracy Programme, financed from EEA Grants (www.ngofund.org.pl), which covers public scrutiny in one of its thematic projects

The Watchdog Forum will take place at the Zielna Business Centre at ul. Zielna 37 in Warsaw.

Attention: It is located in strict centre of Warsaw. Due to the lack of free-of-charge parking spaces and communication difficulties, the Organisers do not advise travelling with cars.

Centrum Zielna can be reached by the following means of public transportation:

  • The subway – lines 1 and 2 „Świętokrzyska” station
  • Bus: „Metro Świętokrzyska” stop, lines: 171, 178, 518, 520;
  • Tram: „Metro Świętokrzyska” stop, lines: 4, 15, 18, 25, 35;

Centrum Zielna – Okęcie Airport (10.3 km).

Centrum Zielna – Central Railway Station (1.2 km).

Tickets: single public transportation ticket costs PLN 4.40, while a discounted one PLN 2.20. Full tariff 20 minutes ticket costs 3,4 PLN. Tickets can be bought at ticket machines located next to bus stops and in buses or in kiosks and newsagent’s shops.
